California Life Sciences Initiative

Beginning in January, 2003, the Office of the Governor of the State of California and representatives from the Life Sciences clusters in four key regions – the Bay Area, the Los Angeles region, Sacramento and San Diego – worked to produce detailed strategic action plans that would provide an integrated framework for ensuring the continued competitiveness of these clusters. After a series of summits that brought all relevant parties together, each region produced strategic action plans noteworthy for two reasons. The action plans examine the needs of – as well as what is needed from – all relevant constituencies (government, universities, research institutions, private companies, economic development organizations, and so on) if the cluster is to continue to flourish. In addition, the plans explore the full range of issues that must be addressed by those constituencies, including availability of capital, commercial and residential infrastructure, regulations and taxes, human capital, entrepreneurial climate, technology commercialization, and Life Sciences community collaboration and cohesiveness. Monitor Group provided research, analysis and editorial assistance to these regional action plans.

Taking Action for Tomorrow: the California Life Sciences Action Plan is a statewide synthesis of key recommendations from the four regional Action Plans. The California Action Plan is intended to foster the competitiveness of California in Life Sciences, and was created through a joint statewide effort of four industry associations – Bay Area Bioscience Center, BIOCOM, California Healthcare Institute, and Southern California Biomedical Council - and four regional organizations -- Bay Area Council, Larta Institute, Sacramento Area Regional Technology Alliance, and San Diego Regional Technology Alliance – with support from Monitor Group.

Taking Action for Tomorrow: the California Life Sciences Action Plan

Bay Area Life Sciences Strategic Action Plan. Under the sponsorship of the Bay Area Council, the Bay Area Bioscience Center and others, this report provides a new analysis of the current state and future prospects of the Life Sciences cluster in the Bay Area.

Los Angeles Region Life Sciences Strategic Action Plan. This report examines the current state and future prospects of the Life Sciences cluster in the Los Angeles region (Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara and Ventura Counties). Sponsoring organizations included the Southern California Biomedical Council (SCBC) and Larta.

Sacramento Life Sciences Strategic Action Plan. Prepared under the guidance of the University of California, Davis Graduate School of Management, and sponsored by the Sacramento Area Regional Technology Alliance (SARTA) and CONNECT, the University of California, Davis Program in Technology and Entrepreneurship, this strategic action plan analyzes the history and prospects for this newest California Life Sciences cluster.

San Diego Life Sciences Strategic Action Plan. Under the sponsorship of Biocom, the San Diego Regional Technology Alliance (SDRTA), the San Diego Regional Chamber of Commerce and others, this action plan synthesizes the feedback from industry leaders provided at the San Diego summit, as well as key findings from other significant research projects that have examined the Life Sciences cluster and its impact on the region’s economic life, and provides actionable recommendations to ensure the competitiveness and health of the region’s Life Sciences cluster.
